Merritt, The main problem I have with Social Security buying stocks is the fiduciary responsibility of the insurance. If the market is low, do you not get your check? If you do get your check, does that require higher taxes or bigger deficits, which really help when the market is in the tank and interest rates are high. Besides, they don't invest SS money. They just pretend it is there.
