I would put PhD theses up against government bureaucrats any day. Many (many) years ago I taught HS expository writing. Whenever I wanted a piece of horrible writing to use as an example, I simply went over to the Vassar library, went to the PhD thesis section, pulled a thesis off the shelf at random, turned to a page at random, and was nearly certain to find fertile ground for criticism. Turgid writing, grammatical errors, jargon--you name it, it was there. The sociology papers were the most egregious, but the English papers were a very close second.
