Florida Public Service Commission Finds That BellSouth Owes e.spire For Traffic Terminated to Internet Service Providers Florida Joins Georgia in Ruling for e.spire Under e.spire's Regionwide Agreement ANNAPOLIS JUNCTION, Md., April 9 /PRNewswire/ -- The Florida Public Service Commission, continuing the trend of other state commissions, found this week that e.spire's regionwide interconnection agreement with BellSouth requires BellSouth to pay reciprocal compensation at the rate specified by e.spire for terminating traffic, including calls to Internet Service Providers (ISPs). The Florida Commission was the third state commission to agree with e.spire that ISP traffic is subject to reciprocal compensation pursuant to e.spire's contract with BellSouth, following in the footsteps of similar findings in Georgia and Alabama.
