One has to question, how much can Netradio be worth if it is ever brought out. Say, Netr is $500M worth which is much, I think that would put a max of (50% - dilution by the IPO) * $500M / 23M shares to NAVR. which, in turn is hardly more than $11. Discounting etc... should be roughly 30% so you have the value shown in NAVR.

Hence $7-$8.5. Netr must be as stock in the $B to support NAVR over $20.

If nothing is IPOed, NAVR volume should steadily decline.
