Up to a point, because one cannot coerce good character. But limits may be reached when his interests and the interests of others conflict, and, in any case, there are informal social sanction by which we tend to discourage certain behavior.
Adam Smith's argument was ingenious, and largely true, at least if most people are law- abiding and non- parasitic: since self- interest is so strong a motive, we ought to order society so that we may rely upon it to bring about desirable consequences. In a system where enterprise is well- rewarded, those with ambition will become enterprising,and business will thrive.
