Hi Harp: Maybe Frank can lend a hand here. I know that Microsoft and someone else ____?, worked closely to bring about the initial startup phase quite some time ago.

I would checkout ietf.org and also itu.int maybe some others under a "fundamentals of H.323" search.

I read a great article on that very topic where MSFT had rights to the thing in exchange for something, just not sure where to look right now. It is also noteable that Telogy Networks along with RADVision demonstrated the industy's first embedded VoIP software integrated with H.323 during Sept. But of course the biggest boost came from LU, VOCLF, and ITXC when they demo'd the LU PacketStar and VOCLF's Ensemble Architecture over ITXC's WWexchange Service.
