HP got their start with Audio Signal Generators and have since grown into probably one of the best known producers of electronic test and measuring equipment. This side of the business is mature and has limited growth potential, unlike the PC & e-commerce side of things. The test equipment divisions are what they are referring to when they talk of "measurement".
