They are a IXC (interexchange carrier) is a telephone company that provides connections between local exchanges in different geographic areas, and by the Definition of IXC this means they are a Long Distance Carrier, and also by according to the Definition of IXC this also makes them a Local Exchange Carrier (LECs) also. Please Check it out the Definitions for yourself whatis.com The OVERSEAS COMMON CARRIER Application you referenced (Thank You) Is only for Voice Communications. As an IXC I believe they are allowed Voice, Data, Video, etc. JW@KSC
