Dan According to the original plans for apportionment, Wisconsin was to have extended all the way to the southern tip of Lake Michigan. By rights, all of Illinois from Zion down to Calumet City, and west to the Mississippi River, should belong to America's Dairyland. In typical fashion, business interests lobbied behind the scenes, cutting a deal with the politicians to draw the borders as we have them now. It was ever thus for Chicago. Do you think Chicago, Wisconsin has a nice ring to it? Me neither. Still I think -- for most Chicagoans -- this is a change devoutly to be wished. ian
