There may be fallout from the 3Com shortfall, but I think Cramer is playing triggerfinger.

Telecom equipment spending isn't slowing down. It's accelerating. 3Com telecom business suffers from commoditization at the NIC and modem level. The rest of their business except Palm Pilot is not contending. Cisco has won, and DSL/Cable is big thing in the last mile now...not dialup.

As far as the macro-level economics go the backbone network buildout more than eclypses any possible slowdown in corporate spending, though I doubt any such slowdown is happening. No one I know in the business is complaining. I think 3Com is making excuses.
