Here is a quick summary of notes taken from the ART conf. call:

* Financing: Can't offer specific details now, however Hirsch is "confident" that the matter will be settled "sooner rather than later". ART has enough cash reserve to make it through the summer. Was asked whether financing would come from strategic partner(s) or the financial community. Hirsch said there is strong and growing interest from both camps. The WNP/McCaw and WMB/WCII deals both raised the profile of FBBW and the value of ART's underlying spectrum assets and business model.

* Buildout: 1999 plan is to build out the Western U.S.. The first phase is California: San Diego; Los Angeles and Orange County; Silicon Valley; Bay Area; and Sacramento. The second phase is Spokane, Boise, Salt Lake City, Tuscon, and Las Vegas. First phase will commence as soon as financing is nailed down and commercial quality P-MP hardware is available in quantity (see below). HH also mentioned that ART would build out one city in Europe in '99 (see below). I have a call in to management to confirm these dates.

* P-MP: ART is gearing up for P-MP deployment and offers this schedule: beta hardware in May; commercial quality hardware by mid-year; available in deployable quantity at end of summer. High confidence these milestones are solid. Question asked: "If TGNT has P-MP now, why not ART?" Answer: "P-MP is showing up for 24GHz first because is more similar to 26GHz P-MP being used in Europe. 38GHz is lagging a little as certain RF issues are nailed down. (Are the markets where WCII is deploying P-MP markets where it has 24GHz spectrum (NYC, Washington DC)?) P-MP is important enough that as mid-year approaches, ART will delay customer hookups pending P-MP rather than deploy P-P.

* Europe: Will build out one city in '99. Expects a spectrum grant from Finland imminently; others (unspecified) are in various stages of application process.

* QoS: Even with the extended heavy weather in the Pacific Northwest this winter (it's rained 90 days in a row in Seattle) ART has seen no evidence of QoS degradation whatsoever.

* Buildings: Discussed the Speiker deal and others. Has rights to over 600 buildings in California markets; more deals on the way.

* Sales mix: ART is already seeing growing customer demand for multiple-T1-equivalent connections. Expects increasing percentage of sales to be 2Mbps or higher links. Has already sold multiple 45Mbps links to a large account in the PNW.

* Sales progress so far this year: Declined to comment. Doesn't want to get in practice of announcing partial numbers.
