Apparently NSM is taking about 366-400Mhz chips coming soon out of their "0.18" micron process.

Suppose that the 400MHz NSM chips had high performance graphics, audio, memory controller and chipset integrated onboard? How much would they be worth?

You forgot about the PR rating.
At 2.2V it sounds more like .25u than .18u. NSM just getting to .25u when Intel and AMD are ready to shift to .18u.
NSM shareholders have been paying for NSMs learning curve.
