MIAMI--(BUSINESS WIRE)--March 3, 1999-- "The New Phone Company(TM)" Opens Doors in Miami and Offers Businesses a Choice in Local Phone Service at Significant Savings Over the Bells

WINSTAR COMMUNICATIONS INC. (NASDAQ:WCII), The New Phone Company(TM), today announced that it has begun offering its broadband Wireless Fiber(SM) telecommunications services to businesses in Miami.

Customers will immediately be able to take advantage of WinStar's national telecommunications network, which provides superior technology, personal attention and customer service at savings of up to 30 percent over Bell South.

WinStar brings a complete range of communications tools to Miami businesses including local phone service, long distance, data, high-speed Internet and information services. WinStar's national network utilizes high-frequency radio waves that are as reliable as underground fiber cable and much less expensive to deploy.

In addition to savings, WinStar customers receive a high level of personal attention that is unmatched in the telecommunications industry. When a customer needs assistance they can speak with a Customer Satisfaction Service Center representative about their account 24 hours a day, seven days a week.

The 1996 Telecommunications Act made competitive local phone service a possibility and WinStar quickly began loosening the Bell companies' grip on the business market. WinStar is the largest holder of high frequency bandwidth in the U.S. and currently offers its services in 30 major cities across the country.

WinStar recently entered into a $2 billion strategic relationship with Lucent Technologies to expand the buildout of its broadband network to 110 cities worldwide. The Lucent relationship propels WinStar to the leadership position among independent telecommunications companies because it gives the company the flexibility and resources to build the world's first end-to-end broadband network.

I agree.

And I think it is worthwhile to consider other possible relationships that fill out WCII's plan. We know they are building an integrated network, so they will need some way to connect their domestic network with their foreign network. I would be surprised if WCII wasn't talking to GBLX, both for purchase of transocean fiber and for the foreign local backhaul that GBLX is accelerating the build of.
