I agree that the result would be more good than bad if most people went about their business. I also like the point about the finger and the 10 million. But I think that the culture must actively propagate decency, and although the means is primarily through the family and mediating institutions, the government, as a part of the culture, cannot be wholly neutral. Therefore, while generally leaving people to their own devices, I think it is appropriate to do such things as restrict zoning for sex- businesses, or allow tax- exemption for charitable organizations.
