Odd as it may sound, it is necessary to get a more detailed definition here of the term "wagers", since if Starnet takes 17% to 40% of all wagers, that would leave any licensee in a guaranteed losing position. "Wagers", OTOH, could really be "hold" or "win", which would make more sense. Has Starnet described this term in any of their filings or PR's? TIA
