You need to learn what a patch is. A patch implies only corrective maintenance. This service pack is much more - read the ENTIRE article for which you posted the link. (BTW- Do you ever get past the headlines of an article?) You will see listed substantial new functionality delivered by this service pack. This makes it much more than a patch.

Just saw couple of Demo's in Tampa Fl of Win 2000 and Office 2000
These Beta's look more like finished products than did the Win 95 first release!!

Toy, I have been hearing all this hype about Linux on CNBC.
C'mon, these guys can't be serious about a threat to Windows. It is only a threat to the DOJ case as far as I am concerned.
You can guess why it is not a threat but I won't give you any hints.
It is just too obvious to me why it can't threaten Microsoft.
I don't want to make any noise about the reason.

Since you make comments about our MSFT stock price predictions, you are invited to watch this stock leading to the stock split. Please increase the frequency of your post starting this Monday.
