Actually, it works quite well. Greenspan is able to effectively raise interest rates without actually raising interest rates! He just doesn't want the market to get too far ahead of itself and then go bust. He does the same with the overall business cycle, never letting it get too cold or too hot, as either extreme is bad for the long term.
