Maybe I didn't make the point clearly. ATS is involved in only the Violation Processing Center (VPC) - which checks the license plates compared to the database of those in the Sun Pass system and sends out tickets to the violators. And I see of no evidence that they have yet designed a working system with sufficient accuracy to allow it to run in Florida. I think its likely that there would be some announcement in this regard. I don't believe anything currently working in Florida was made by ATS, but I would be happy to be corrected. I try to provide links where I can to support any claims.
