While the cancellations mean the Middle East will lose a key sales
outlet for diesel, it will most likely gain a major outlet for crude oil.

India's oil production is static, meaning that the crude needed to feed
the new refinery capacity will have to be imported.

And the Middle East, which already provides most of India's crude
imports, is likely to gain the lion's share of the increased demand.

This should at least benefit Kuwait and the UAE -- both members of
the Organisation of Petroleum Exporting Countries (OPEC) and major
crude producers.
