I believe only the stretch of 39 south of the Illinois River was non-union. My dad operated a road grader for 30+ years and he did a lot of work on the northern part of 39 (between Rockford and Mendota). He was a member of the Operating Engineers local 150. His company had a big chunk of the contract for that part of the highway.

You're right about the non-union stretch getting done quicker. If I recall correctly, it took about 6 years to complete construction between Rockford and the Illinois River and maybe 3 years to finish the job to Normal. Both stretches are about 60 miles.

How many East-West interstates do they need out of Chicago anyway. Let's see. 90, 88 and 80, together with this new tollway to Peoria.

I guess those Caterpillar executives need a quick way to get to their banks in Chicago and a new toll road would mean more equipment to sell... Wait. Too cynical.

There is a desperate need for this road.
