A small explanation for non-technical people...

VLSI sells BlueTooth development boards at $65000. These boards are
intended to be used by manufacturers of products using BlueTooth, to
develop their prototypes, and are not produced in huge volume.

The revenues come from the chips sold (million of them, hopefully !)
to these manufacturers once they have started production of complete
systems.
