Doug: Existing P/S for COMS is 1.5. When COMS merged with USRX that deal was at a P/S of 1.25 with COMS valued at $2.8b , USRX $2.26b and combined Sales of over $6b.

Much depends on the P/S for what Siemens wants. The above data may be of help in a rough approximation.
