Peepshows are indeed legal. However, their real business isn't what you seem to think it is....that's why they are so dingy. And if you notice, they all get shut down from time to time. Especially now that Fuehrer Giuliani (who is a great mayor that has gone too far)has sex on the brain.... My point is that it can't EVER be shut down...However, if you want to make a real dent in it, it wouldn't take much more. Just more vigilant beat officers. The current trend toward pre-criminal activity screening lends itself to this perfectly. However, to try and compare the resources needed to stop prostitution versus that needed to stop speeding....that's really laughable. For the most part, you can pinpoint the red light zones, whereas you can't chase every single car.
