You've just caught yourself in a circular argument. Go back and review.

You can't get rid of speeding due to low resources (speed limits should be withdrawn anyway)....
But prostitution is far easier to monitor and maintain. Vice squads are a very small portion of the police force. They still use cops to perform the dirty work. And they still put cops on street corners to chase prostitutes from time to time.
The fact that the law is enforced from time to time doesn't make it a good law. In fact, it screams for removal, if you think about it logically. If you're not going to prosecute except when you whimsically decide it is time to crack down, why have the law on the books? Save the taxpayer the money of whimsical behavior.
Lax enforcement was NEVER said to be equal to no enforcement. I was merely pointing out that they DE FACTO have the same result. So, there is a high level of correlation (or as statisticians might point out) they might as well be equal.
