Yeah. It makes more sense for the IRS to collect the M$ tax. It would at least legitimize it. If the government published the APIs though, they'd be completely incomprehensible. That brings up the point that perhaps it'd be best for the U.S. to simply trade say, Guam for all of Microsoft, box it all up and shoot it into space.
