Robert, you are right (actually both Leibnitz and Newton claim priority for that). I think that term is misused here, since an inflection point occurs where both the first and second derivative are nil. The function continues in the same direction as before, and we are looking at (hopefully) a true minimum (the first derivative is zero but the second derivative is positive indicating a transition from a declining trend to an ascending trend.)

Gee, that would have been easier with few equations.
