What you're describing is referred to as a "wash sale". It is quite common. (I am an example, although I wasn't an officer, so I didn't have to file a 144).

The filing is a matter of planning for the sale. It does not seem to be a matter of concern, just an unfortunate reality. Am I wrong?

No I don't think you are wrong, I was just disappointed that he did not hold on to any shares.
