Is there a site which explains options?

They seem very exotic, these "covered puts" and such. I have seen horror stories posted on SI of people who lost have lots of money trading them. A "put" gives you the right to sell a stock at a certain price on a certain date and a call is the opposite? Who makes sure the person who sold the put or call will fulfill their part of the bargain?

I can lose money just as fast just trading equities.
