Having spent a good deal of time there, I willingly admit that there are problems. However, these problems are also "past the crisis point" here in the US.
NYC STILL has an overwhelming crack problem, and the barebacking you describe is rising rapidly due to NYC's removal of a needle exchange program (not to mention that most addicts don't care anymore anyway...the program, while moderately successful, was not an overwhelming success).

The fact that you point to one city and use it as the basis of a counter argument is empiricism at its worst.
Fortunately, I am well versed in the economics, society and culture of the Netherlands because of the life I spent abroad. None of what you posted is a surprise to me. My time in Amsterdam leads me to feel that I'd rather live there than in the worst parts of NYC. I was beaten and robbed in Amsterdam. I was beaten and robbed in NYC. What does that say about either system? The simple fact is that as a culture, the Netherlands was wise enough to recognize they couldn't solve the problem by criminalizing it, but that by getting it out in the open, it is far more manageable. Or at least it won't be as ignored as it is here in the US.
