ST, the PnF high-low ratio is (new highs)/[new highs+new lows]
expressed as a percentage between 0 and 100. Currently it sits
at 20%. To reverse upwards [in PnF terms] it has to go at least to
26%. You can get the 26% by decreasing the # of lows, increasing
the # of highs - or a combination thereof.
