Speculation only: Given that this is hostile..... It seems to me that those who do NOT want Philips to buy VLSI have an extraordinarily vested interest in ensuring that the price of VLSI stock remains above 17. (Now, who would that be, do you think?) It seems to me that the M&A people VLSI has hired are probably trying to do that by buying VLSI on weakness or in some other way locking up as many available shares on VLSI's behalf as possible. If THAT is the case, they also don't want the share price to get too high either - thus making it more expensive to lock new shares up - unless there is a good chance that there will be yet another company who will bid for a price greater than the cost of the shares being locked up.)

A slow motion dance with a few surprise steps we probably don't know about.

Philips is just standing on 17th floor , and trying to catch the ball falling from the 19th floor. Unfortunately, it will never happen, since the street has finally realized the
value of VLSI stock. From here , VLSI will grow by itself with the turning of semi industry. Philips will miss the ball if VLSI continues to climb to the 20, 25th floor unless it will sweeten its bid to $25+, and quick !!!! Otherwise , we will wait on the 30th floor and wait for Philips to catch up !!!!
