The simple answer is because the Nasdaq says it doesnt have to be. Upto a year or so ago, even larger cap NMS securities did not have to be displayed. Manning rules (see nasdr.com) cover what has to be displayed and when.
Bulletins are the dredge of the world and it becomes very difficult to get a bid/offer represented. We have good relationships with man firms. Nite and mash are in a bunch. We have less substantial but good relationships at smaller, "penny-type" firms who will represent something for us when we need.
