The soldiers on board staged a mock raid on two empty buildings, using real explosives and live ammunition in machine guns. Cisco, I'm sure that they thought, if it was built in secret that the "real people" would never discover it. I'm convinced that to rise in the government bureaucracies it is a precondition to be detached from the "common" realities and to be possessed of the greater view of the common good that the peons could never appreciate or grasp. This self delusion is the only rational explanation for the obfuscation of the hard issues surrounding y2k that emanate from our self proclaimed betters. When the smoke clears, I have to think that they will be heartily surprised but hardly enlightened and certainly not reconstructed.
