The rules that cover this are manning rules. In normal market conditions, the market maker that gets the order must display your order within 30 seconds. They can route to an ECN. But that is only normal market conditions which is generally not the first 20 or thirty minutes of the open. ON a day like today it might not be at all during the first few hours.

Most firms have systems which require they cross the trade in house if the firm reviews an dorder and fills it superior to the order limit of the client.

I would call and find out how it occured. Ask for the trading desk and ask why it wasn't displayed. Ask to whom they routed the order.
