Sorry Slidemeister, i don't recall. However, i do recall statements to the effect that rates won't rise until utilization is 100%(that would be an "effective" percentage since there are always rigs in transition). I would think it would be hard to pinpoint an actual number since there is no finite # of rigs in the gulf. The smart dudes are moving rigs in and out of areas where the work is...like mistah Palmer.-g-
