We are still waiting for BB companies that you know of that have $2 million in cash in the bank (with no debt) and which are fully reporting?

There is a difference between shareholder value and money in the bank! Consider the following example:

This company rose in 1998 from a delisting action to regain its full NASDAQ listing.

Share price: $1 3/8.
Shares outstanding: 5.49 million.
Float: 3.50 million
Money in Bank: slightly less than $6,000,000
Debt: minimal if any
Company: "emerging leader in integrated, technology-driven systems that accommodate the clinical laboratory's need to maintain quality while achieving more cost-effective operation."Their stated goal is the early detection of cancer and precancerous condition (i.e. find the cancer before it is cancer.)
Income: the company currently have systems placed in the USA and Japan with additional placements expected in Europe, Asia, Australia and the United States.

Does this company meet the requirements of your question?

Would you buy this company based upon on this information? I wouldn't! I believe in their product, but I no longer trust the management.
