Tony, there was no accompanying article, only a box with the data as I posted it.

My interpretation:

Soundview conducted a survey of companies, where they asked:

1. How much did your company spend (all products and services) with Microsoft in 1998?
2. How much will your company spend with Microsoft (all products and services) in 1999?

The questions were repeated for each of the companies listed to arrive at the year over year percentage changes.

I made the comment that the strength surprised me for Oracle and Cisco because the latest figures from Market Guide show:

CSCO 5yr rev growth = 67.11%
CSCO latest quarter rev growth (yr over yr) = 40.2%

ORCL 5 yr rev growth = 36.6%
ORCL latest quarter rev growth (yr over yr) = 27.4%

Yet survey reports purchasing planned by companies with CSCO accelerating up to 60% growth and ORCL to 53% growth.

Any one else have more insight?
