That 24% is the cumulative effect of not having grown the budget 2.8% in excess of the budgets Reagan submitted. So, starting from 1992, there would've been reductions in the growth of those programs except SS, Medicare, etc. since they are already on auto-pilot. Congress would have to pass a bill to change the COLA calculations or use some other basis for SS benefits increases. Reducing SS, Medicare, and the supplemental incomes would've been nice also. But the Democrats are in the business of buying votes through a government that spends 70% of its work writing checks.
