Again, I think WORC's prospects are very good.

I work in a large co doing bids and proposals and we bid to municipal water agencies all the time. The sales cycle for any govt entity is long. They'll state in their request for bids that they will decide in three weeks or 30 days, whatever, after they recieve the bids. It never happens that way. Never. Never ever. They are slow and have lots of people (and often committees and boards that only meet once per month)in the decision loop. And there is also usually a presentation or bid clarification mtg that is required after the client has a chance to review the bid.

So what you see as delays or no contracts for SWIM is not worrisome to me. A little patience is needed.
