No, EBAY's way over-valued, but that does not mean that ONSL is cheap.

By the relative valuation model, ONSL trading at 31 is way more over-valued than EBAY. For a company that is facing increasing margin pressure, declining top-line growth, competitions and no prospect whatsoever of +EPS in the foreseeable future, ONSL is a very expensive stock even at this price level.

That said, technically ONSL's chart doesn't look bad, and I would not be surprised to see upward advancement here.
