Cookies may be abused, however to accuse a site of abuse just because they use cookies is not justified unless there is an indication of abuse (an examination of the cookies themselves may give an indication of their use if the info isn't too cryptic). As I said a site should be designed so it works with or without cookies and from what you say, the le cafe site doesn't do so. Personally, I use the option which asks me if I want to accept a cookie or not & only accept ones that benefit me (i.e. save me from logging in).
