The shareholders vote is on the 15th. I would assume that the closing will be shortly afterward.

As the other writes the meeting is on 15th, the closing - or filing can be thereafter. SO they may file an 8-K an S-3. Sure. Selling can always be carried out in front of the closing as shortselling (hedging is allowed).

I think the ICCSA men are careful and do not induce a quick run. If they did, the would catch too much shares from the islands at hig prices. And there, really no one bothers how many to short or to cover (if ever).
