David, IRS never denies it! It it the CONGRESS that made it complex with their SOCIAL ENGINEERING, and it was the COURTS and LAWYERS that made that complexity even more convoluted. As you said - All the IRS does is carry out the LAWS passed by others. I am saying the tax system could be a lot simpler. Simpler without having worrying about what income class should buy Clinton a new tank, or some Senator writing a tax shelter for the Gray Panthers. We have to realize it isn't the IRS that writes the code - that's the politicans - it only enforces it. The Congress will NEVER stop governing therefore the system of laws (IRS "Income Tax" Code, Treaties, Excise "Cigarette" Taxes, or new "Flat Tax", Nat'l Sales Tax), or WHATEVER, will be FULL OF SOCIAL ENGINEERING and people will pay me big $$$ to minimize THEIR out-of-pocket. That's just the way it is! Their is no such thing as "fair for everyone". They tried that in Mother Russia and it didn't work! Colin
