You couldn't be closer.
From today's G&M:
Auditor-General George Morfitt is likely to release on Wednesday his long overdue report on how the balanced budget the NDP claimed it had achieved during the 1996 election campaign turned out to be a deficit of more than $350- million.

An investigation into allegations the NDP broke electoral laws in fighting recall efforts against three MLAs is also ready for release by the Chief Electoral Officer.

And the province's third-quarter financial review is due any day. It's expected to show that this year's deficit will be at least $500-million.

Regards

But you still have to go through the casino license process. From my conversation with the company over a year ago, they need a certain number of slots / or the other gaming machines to make the track economically viable, unless something has changed since then.

Lets hope this recent incident is isolated.
