Hi David,
You will find that every single firm is different about what is shortable. There are 2 different sets of rules - there are the fed rules ( and most firms are all the same on this)... and then there are the individual firms whims of the day. Right now, Datek either marks almost everything NOMARGIN ( thus not shortable ) - or if it is marginable in their eyes, they go ahead and stamp it NS= no short. And there is no bargaining, no trying later... that's it, that's ALL.
Very few firms in the US will let you short under $5... that is pretty much generally accepted. The rest of the rules get fuzzier from there.
