AMD has also determined it is okay to beat Intel to > 366MHz mobile chips, 100MHz bus notebooks, and SIMD capable chips in notebooks!

Paul,

AMD has always been considerably more flexible in innovative thermal management. Up till recently (Intel would not even allow the OEM to do the thermal management. Not even on desktop level. Up till only 8 months ago, all Intel CPU where shipped to the OEM with a thermal plate and heat sink integrated. All that changed with the $1000 PC.

The 9.5 W power budget is simply too low. There is very little incentive to have it this low. I know this for fact. With a little parameter optimization of the heat pipe technology which is currently in all high end laptops that budget can easily increase to 20 W.

Andy Grove was a big advocate for this power budget issue. Most people including I, think that it is simply wrong not to try to improve thermal management and putt all the burden on the chip.
