A car battery can last an entire cross-country flight, even in a 20W laptop.

In an internal memo two years ago Grove said that Intel must stop the sharp increase in CPU power consumption or they will have to "hook it up to the kitchen sink" to keep it cool.

The main reason behind the power budget of 9.5 Watts was the thermal management issue, NOT THE BATTERY LIFE. This is something that I know and something you apparently don't.
