The situation is not clear. the latest is that Vene will not make new cuts unless other OPEC countries are in compliance first. Basically the same thing they all are saying. I don't take that as a flat refusal to make new cuts. The original announcement made it look like Vene was not going to make cuts because of threats to strike by the oil workers' union. I think that statement was inaccurate. The latest may be their position, but it still depends on compliance by the others. Still part of the pre meeting positioning.
