I would guess that its a policy issue of the broker.
They will not accept a sell stop below the current price due to the potential inability to fill at the stop price.

For example, what if the stock started to sell off fast. The broker may not be able to get a fill anywhere near the price you have set. The broker may just be trying to avoid a liability issue.

Some brokers accept stops, some don't accept any stops, i think its just brokerage policy.
