I think Venezuela is really pissed off that Iran is getting a
free ride. Getting Venezuela on board will take a miracle.

Unfortunately, this sounds strangely similar to what I anticipated.

Now for the second part -- Saudi's cuts are from a baseline which includes all the production it took over from Iraq.
